🤔 What's changed?

Following your propose (see #376) this MR makes the KeyboardFriendlyDecimalFormatSymbols a public class so when cucumber users start to build their custom Locale-aware type transformation methods they can reuse this existing code.

See issue "Getting knowledge about the current Locale within any custom @DefaultParameterTransformer" (#376).
